ABSTRACT:
There are little known facts about misuse and abuse in the Navy world of logistic support overseas until exposed by a scandal. The case involved a civilian contractor bribing Navy supply officers and high-ranking region commanders to conspire as part of a scheme to steer Naval ship’s movement to overseas port locations favorable to the contractor. The contractor provided logistic support to hundreds of Naval ships and over-billed the Navy for hundreds of millions of dollars. Traditionally, Naval ship supply officers pay the contractors directly with no contracting officers involved to oversee the service provided upon completion of the port visit. Today, the Navy is revamping its bill payment process and relies on competitive orders at fixed prices pegged to the most current market rates for all the goods and services as determined by Fleet Logistics Centers worldwide.
As a Contracting Officer at the heart of the Navy logistic contracting in the Asia Pacific region, my duty is to explore ways in saving the tax payer’s dollars and enforce the policies established in acquiring contracts in support of ship port visits during their deployment. In addition, we have to improve writing service contracts as our processes evolve and most significantly is to identify possible fraudulent transaction before it even begin and take proper actions to eliminate contracting abuse.
